How does your entity approach the review and approval of Terms and Conditions for IT related purchases? Do you allow the proposed vendor submit its version of Terms and Conditions, and review it for approval? Do you maintain a Terms and Conditions template that is specific to IT related purchases? Is a vendor limited to only proposing changes to this template document, if it seeks alternative Terms and Conditions (not using the vendor's document), or is a vendor allowed to supplement its template document? If so, how is this organized? Are you experiencing Terms negotiation resistance from larger IT vendors? If so, how are you approaching this? How do you approach the drafting of the (1) Scope of Work and (2) procedural Terms and Conditions documents? Are they consolidated into one document, or is each reviewed separately? Thank you!

Telecommunication Audits

Anderson County has been contacted by the vendor "SpyGlass",this company performs telecommunication audits of telephone bills, i.e. local voice, long distance voice, data, internet etc. Of course all this is for a percentage of any cost recovery obtained within 12 months. E-scrap Pricing

We had a contract for the collection and recycling of residential electronics, specifically computers, monitors, televisions and some miscellaneous items, such as cell phones, game boards, radios, etc. The contract just came up for renewal but the contractor can't hold the pricing initially proposed because the market has nose-dived. I'm in search of an index or market that we could tie the pricing to as we go back out with a new RFP. Any recommendations? I can't seem to find anything specific for e-scrap and based on my research, it looks like it really can't be tied to just the metal because they seem to recycle the parts separately, such as the boards, chips, and hard drives.
